The last manual bottleneck in construction finance
Every month, a project accountant or PM opens a draw package: a G702 cover sheet, a G703 continuation with dozens or hundreds of lines, a folder of subcontractor invoices, delivery tickets, change-order paperwork, and lien waivers. Then they do what they've done for thirty years - cross-check it line by line against the contract, the schedule of values, and the running billing history. On a large project it can take the better part of a day per application.
It's slow, but slow isn't the real problem. The real problem is that a single pay application physically cannot show you the thing you most need to catch.
Overbilling doesn't live inside one pay app. It lives in the gap between this month's and last month's.
Why spreadsheets can't close the gap
A reviewer working in Excel is reconciling one document at a time. To catch a line billed to 104% complete, or a subcontractor's cost that quietly exceeds its scheduled value, you have to hold the entire billing history of every line in your head - across every prior application - while also verifying the math on the page in front of you. Humans are good at judgment and bad at holding two hundred cumulative running totals in working memory. So the errors that survive are exactly the ones that require cumulative context: creeping overbilling, retainage drift, change orders billed before they're approved.
These aren't fraud, usually. They're the ordinary friction of a project with a dozen subs, a moving CO register, and a deadline. But they're real dollars, and they compound.
What 'digital' should have meant
Digitizing pay-app review isn't about a nicer PDF viewer. It's about a system that reads the whole package, remembers every prior application, runs the deterministic math as code, applies judgment where judgment is needed, and hands the reviewer a short, cited list of exactly what to look at - so the human spends their time deciding, not hunting. That's the bottleneck worth removing.
